The City of RedDeer (the “City”) invitesprospective respondents to submit information for pre-qualification for Utility Governance Model – Modernization Implementation (the Deliverables).

Due to the project’s complexity and confidential informationrequired to submit a proposal, Proponents interested in submitting a proposal for this project must be pre-qualified by the City. Information the City considers confidential but critical to proposal understanding includes the following:

- Relevant reports that disclose financial, strategic, or organizational planning information, 

- Trade secrets

- External relationships and contract arrangements

- Other relevant information

The purpose of this RFQL process is to pre-qualify up to 5 Proponents for eligibility to participate in an invitational competitive Request for Proposal (RFP) process.  Additional details regarding scope and information considered confidential but relevant to submitting an informed proposal will be provided to the pre-qualified Proponents.

This RFQL process is not intended to result in any agreement between the City and any respondent. While the City intends to conductan invitational second-stage competitive process for the procurement of the Deliverables, it is under no obligation to do so and the City may, in its sole and absolute discretion, choose not to proceed with a second-stage competitiveprocess for the procurement of the Deliverables.
