The City of Red Deer (the “City”) invites prospective proponents to submit information for a two-stage proposal process  for Utility Modernization -  Water Utilities   (the Deliverables).

Due to the project’s complexity and confidential information required to submit a proposal, Proponents interested in submitting a proposal for this project must be pre-qualified by the City. Information the City considers confidential but critical to proposal understanding includes the following:

- Relevant reports that disclose financial, strategic, or organizational planning information, 

- Trade secrets

- External relationships and contract arrangements

- Other relevant information

The competition will be done in two stages:  Stage One – Prequalification Stage and Stage Two – Detailed Submittal Stage.  The purpose of the Stage One  process is to pre-qualify up to 5 Proponents for eligibility to participate in an invitational competitive Stage Two  process. Additional information considered confidential but relevant to submitting an informed proposal will be provided to the pre-qualified Proponents for Stage Two submittals.

This RFP process is not intended to result in any agreement between the City and any proponent. While the City intends to conduct an invitational Stage Two  competitive process for the procurement of the Deliverables, it is under no obligation to do so and the City may, in its sole and absolute discretion, choose not to proceed with a Stage Two competitive process for the procurement of the Deliverables.
