The City’s program (started in 2015) addresses winter frost heaving that damages catch basins and surrounding infrastructure. Since its launch, about 850 catch basins and manholes have been replaced or treated to reduce frost-related movement.

The project involves removing and replacing damaged catch basins, manholes, and service leads across the city, applying frost treatments where needed, and restoring sites to their original condition, including roads, curbs, sidewalks, and landscaping.

Approximate quantities for the 2026 program include the following:

• Removal, replacement, and frost treatment of 39 catch basins
• Frost treatment of 5 catch basin manholes
• Supply and Install Manhole (no Frost Treatment) with 7.5 vertical meters of barrel
• Removal and replacement of 420 meters of catch basin lead
• Removal and replacement of 525 meters of concrete sidewalk
