1. Introduction

This Request for Proposals (the “RFP”) is an invitation by the City to submit non-binding proposals for the provision of Consulting Services for The City of Red Deer’s Centennial Plaza Park Revitalization Project (the Deliverables) as set out in the RFP. The selected Proponent will be requested to enter into negotiations for an agreement with the City for the provision of the Deliverables. 

Depending upon the results and outcome of the deliverables of the project expressed in this RFP document, additional related work unforeseen at this time may come into existence. The City reserves the right to either utilize the services of the successful Proponent(s) for additional related work, subject to the successful Proponent’s performance and successful negotiation, or return to the market with a new Request for Proposal document when in the City’s best interest.

1. Background Information

Centennial Plaza Park is located on 52 Avenue between 45^th Street and 48^th Street (Alexander Way). The existing site once included an outdoor pool with spray fountains, washroom facility, historic arches, Michener fountain, trails, landscaping and public art. The spray park fountain and site development was completed in 2005, the existing washroom facility was added in 2010, and the Historic Arches were added to the site in 2013. The pool / fountain and washroom facilities for Centennial Plaza Park were deactivated in 2020, and have not been in operation since that time.  

The Centennial Plaza Park Redevelopment Plan was produced in 2017, taking into consideration data from public consultations and implemented public feedback into the new purpose and design of the site. Crime Prevention Through Environmental Design (CPTED) considerations were taken into account with the plan as well. The vision of the redevelopment plan is to take the decommissioned facilities on the north plaza and redesign the space for a new public use. 

The objective of the Centennial Plaza Park Revitalization Project is to provide a redesigned space within the North Plaza of Centennial Park, that can fit the needs of the local community, and encourage positive usage of the existing site while minimizing unwanted activity. The scope of work consists of reviewing and implementing the conceptual ideas within the Centennial Plaza Park Redevelopment Plan, using the redevelopment plan as a guide for detail design and construction of the new plaza space. Ideally, the detail design will be completed by the end of 2024, with the goal of construction commencing in the early Spring of 2025, pending budget approval. The project is to be completed and operational by the end of Summer 2025. 

1. Purpose of Project/Service and Deliverable

The City requires a qualified Consultant to provide services for the complete design, tender, construction management, plan of record and warranty/maintenance period for the required revitalization of the North Plaza with Centennial Park for the 2025 Summer Construction Season (pending budget approval), with Detail Design being completed by the end of 2024. 

The City plans to have this project fully constructed and operational by the end of the Summer 2025 with this RFP, awarding the Detailed Design, Sub-Consultant Procurement/Management, Contractor Procurement, Construction Planning, Staging and Scheduling services in 2024. Construction Management and Post-Construction Services will be considered provisional, to be awarded depending on performance during the design stage. Award of further phases of the project work will be contingent on the successful 

Proponent’s ability to adequately complete each task to the satisfaction of the City. Although the City intends to use one consultant to conduct all design scope for the entire duration, it may at its discretion, return to market if the successful Proponent’s delivery is not deemed adequate. A performance evaluation will be conducted at different stages throughout the project and at the end of each project phase to review performance metrics.
