The City of Red Deer (City) Wastewater Treatment Plan currently utilizes seven digested 
sludge biosolids lagoons, and two supernatant lagoons, several of which are in need of 
rehabilitation. This project includes rehabilitation of supernatant lagoon cells 11 and 12. 
The planned work includes removal of the existing lagoon infrastructure, reconstruction 
of the cell interiors, and installation of geosynthetic liner systems to meet updated design 
and operational requirements. A minimum of one supernatant lagoon cell must be 
maintained in active service at all times.  

The work includes:

.1 Isolation and complete desludging of Cell 11 and 12.  
.2 Removal and decommissioning of existing liner and subdrain systems. 
.3 Excavation and regrading of lagoon floors to achieve design depth.  
.4 Salvaging topsoil and stockpiling. 
.5 Salvaging clay to fill, including moisture conditioning. 
.6 Importing clay material to fill. 
.7 Preparation of inside slopes of the cells for placement of geosynthetic liner.  
.8 Supply and Installation of geosynthetic liner system: geomembrane, 
geocomposite and geonet strips.  
.9 Excavation and backfill of liner system anchor trenches..  
.10 Installation of groundwater subdrain system, complete with standpipes. 
.11 Installation of wastewater HDPE pipe. 
.12 Decommissioning and capping of redundant wastewater piping within lagoons. 
.13 Reconstruction of gravel access roads on top of berms. 
.14 Provide erosion and sedimentation controls (ESC) where required.  
.15 Installation of seed on berm slopes.
