This Request for Proposals (the “RFP”) is an invitation by the City to submit non-binding proposals for the provision Background Information The City of Red Deer owns and operates two (2) snow storage facilities, which provide storage for snow removed from both city and private streets as well as parking lots. The first, located at 6859 Edgar Industrial Drive (North Facility), was constructed in 1999 while the second, located at 1709 – 40 Avenue (South Facility), was constructed in 2004. The snow, stored on a large gravel pad, is contaminated with salt, sand, gravel, hydrocarbons, and other miscellaneous debris. As the snow melts, the water and finer sediment run off into a settling pond, while the heavier The ponds were constructed with in situ material and covered with a synthetic liner along the bottom and side slopes.
