The City of Red Deer requires the implementation of a modern, enterprise-grade Development Agreements (DA) application to support the end-to-end lifecycle management of development agreements, including intake, review, approval, execution, and ongoing administration. The scope also includes migration of all relevant records and metadata from the existing legacy system.

The preferred architecture is a cloud-based (SaaS or PaaS) rather than an on-premises deployment. The solution must demonstrate high availability and minimal service disruption during implementation and ongoing operations. All hosted data must reside within Canadian data centers and comply with applicable data residency and privacy regulations.
