This Request for Proposals (the “RFP”) is an invitation by the City to submit non-binding proposals for the provision of a long-term business and financial systems plan for The City based on an organizational financial health forecast. This plan will provide a road map for The City to drive service and budget decisions over the longer term (the Deliverables) as set out in this section of the RFP.   The selected Proponent will be requested to enter into negotiations for an agreement with the City for the provision of the Deliverables.
