Description: 

This Request for Proposals (the “RFP”) is an invitation by the City to submit non-binding proposals for the provision
of Preliminary Engineering, Detailed Design, Tendering, Construction, and Post-Construction Services for
improvements of the Snow Storage Facility Ponds
(the Deliverables) as set out in this section of the RFP.  The
selected Proponent will be requested to enter into negotiations for an agreement with the City for the provision of the Deliverables.

Background Information

The City of Red Deer owns and operates two (2) snow storage facilities, which provide storage for snow removed from both city and private streets as well as parking lots. The first, located at 6859 Edgar Industrial Drive (North Facility), was constructed in 1999 while the second, located at 1709 – 40 Avenue (South Facility), was constructed in 2004.

The snow, stored on a large gravel pad, is contaminated with salt, sand, gravel, hydrocarbons, and other miscellaneous debris. As the snow melts, the water and finer sediment run off into a settling pond, while the heavier
contaminants stay on the storage pad. Once the snowpack has fully melted, typically in late July, City crews mechanically clean the storage pad. Although the settling ponds were designed to have the sediment removed periodically, the City has not been able to complete this work, allowing sediment levels in the
ponds to build significantly.

The ponds were constructed with in situ material and covered with a synthetic liner along the bottom and side slopes. On the bottom of each pond, a thick layer of granular material was placed on top of the liner to facilitate
future removal of built-up sediments. An outlet control structure located in each pond controls the water elevation, and also allows crews to fully drain the pond for maintenance activities.

The City has noted numerous concerns with the current functionality and condition of both snow storage facility settling ponds and is requesting the services of the selected Proponent to report on the current functionality
and condition of the ponds, identify areas for upgrade or rehabilitation, and provide and implement recommendations for repair.
