This Request for Proposals (the “RFP”) is an invitation by the City of Red Deer (the “City”) to submit non-binding proposals for the provision of Underground Utilities Construction (“the Deliverables”) as set out in this section of the RFP. The selected Proponent will be requested to enter into negotiations for an agreement with the City for
the provisions of the Deliverables.

Project Execution Strategy

The City will provide the actual scope of work to be performed per project, and pricing for each project will be finalized using the unit price sheet prior to commencement of the work. Where there are any unknown items that are not accounted for in the unit price sheet for any individual project, the City will negotiate pricing with the successful Proponent for those items. Should the City and the successful Proponent fail to negotiate pricing for any unknown
items on a project, the City reserves the right to return to open competition for the project.
